UPDATE:  As you can see by one of the comments below there are different versions to this story, none of which really matter.  The truck was park illegally but it was during a massive Women's Lib demonstration in Houston.  It was reported to us the officer did not want to have a tow truck drive through the thousands who were demonstrating so he chose to ask the drive to move the truck, which he did.
Apparently the driver/owner of the truck is well known, at least to the Houston media.  In our conversation with a TV station there, we were told the owner was very familiar to them and this was not an isolated incident.

HOUSTON - This pickup truck was discovered today parked in a No Parking-Tow Away Zone next to the Houston City Hall.  Registered to a person by the name of Miguel Fonseca in Rosenberg, it is apparently being used to exercise his freedom of speech.

But instead of having the vehicle towed away, as would be the normal procedure in these cases, the officer spent several minutes going through city hall searching for the owner or driver of it.

 After successfully finding the driver, the officer asked him to please move his truck from the Tow Away Zone.

 It appears that the more foul, profane, obscene, just plain low-life trashy one can be, it apparently allows one to be exempt from parking citations.

Ok. Set the record straight please. The driver never left the vehicle. They were told they could not park there. After a short discussion they moved and had to park a few blocks away. At no time did anyone “search” for the driver.

OK Gumby you are saying that as long as you remain in your vehicle you can park in a "no parking" zone? Must be in really small print on the signs!

Dammit, what's the real truth here ??? How about some names and details, such as "Officer ___ from the Parking Enforcement Division..." or "Officer ___ of HPD, Central Patrol..."

Who is the photographer?? It's on a public street so it's not a big hush hush secret undercover mission. Sheesh. Man up and own your info, people. Stop spreading fake news.
