On November 9, 2018, Deputies with Constable Mark Herman’s Office were on patrol near the 2900 block of Gears Road when they heard several gun shots being fired. Deputies observed a silver Toyota Camry with multiple occupants shooting in the vicinity of deputies and their patrol cars. Deputies attempted to initiate a traffic stop on the vehicle, but the driver failed to stop. Deputies pursued the vehicle and the suspects at one point rammed a patrol car. The suspect’s vehicle came to a stop near the intersection of Gears Road and Greensmark Drive.


Three male suspects later identified as Devin Banks, 19, Pascal Okadigwe, 19, and Cristian Lloyd, 21, ran from the vehicle and began to flee on foot. Deputies were able to quickly arrest Pascal Okodigwe after a brief struggle. While searching the area and with the assistance of Precinct 4 Constable K9’s and a Texas Department of Public Safety helicopter, Christian Lloyd was also arrested  in a nearby bayou.


Constable Deputies conducted a thorough search of the area but were unable to locate Devin Banks. During the shots being fired by the suspects the investigation revealed, that a 52-year-old female, who was sitting at a METRO bus stop near the intersection of Gears Road and Walters Road, was shot in the leg by the suspect’s gunfire.


Deputies quickly applied a tourniquet and administered first aid  while waiting for EMS personnel to arrive. The female was transported to a nearby hospital and is currently listed in stable condition. The investigation also revealed that Christian Lloyd during his attempt to flee deputies assaulted a 60-year-old woman and stole her car keys in an attempt to steal her car. Two firearms were recovered at the scene.  Pascal Okadigwe and Christian Lloyd were both arrested and charged with Aggravated Assault with a Deadly Weapon, Robbery, and Felony Evading in a Motor Vehicle. Both suspects were  transported to the Harris County Jail.


Devin Banks was charged with Aggravated Assault with a Deadly Weapon and Tampering with Evidence and a warrant has been issued for his arrest. Any one that knows his whereabouts is urged to contact Law Enforcement he is considered armed and dangerous.

The third suspect as referenced has outstanding warrants and law enforcement will be seeking to apprehend and arrest him.
